Requisition Number: 26431 Job Title: ADMINISTRATIVE/COORDINATOR/OFFICER (FUNCTIONAL AREA) Working Title: Contract & Grant Officer Salary: $73,000 - $143,000 annually Job Type: Career Department Name: 3090-OFC OF CONTRACT & GRANT ADMIN Department Website URL: Job Summary Statement: Under the direction of the Assistant Director in the Office of Contract and Grant Administration (OCGA) in the Office of Research Administration (ORA), assist faculty and staff in assessing funding opportunities and submitting applications/proposals for funds to governmental (federal. state, county, municipal and foreign) and non-profit entities (foundations, educational institutions, research organizations). Serve as an active participant in the campus' shared responsibility for ensuring sound stewardship for funds provided by external sponsors. Contract on behalf of the Regents of the University of California for financial support of such programs; provide on-going contract management for the University, the investigator and the sponsor during the term of the award to ensure that deliverables are produced, reports submitted and contract terms are honored; and participate in the close-out process. Master a wide variety of complex operational and administrative matters, demonstrate a detailed understanding of the organization and functions of the academic departments, organized research units, schools, colleges, medical center, and the Office of the President. Maintain sensitivity to University and campus academic policies and administrative issues, and be knowledgeable about administrative processes such as academic and staff personnel administration, purchasing and accounting functions and the legal aspects of program performance.

The Office of Contract and Grant Administration (OCGA) is a part of the Office of Research Administration (ORA) and supports the approximate $1 billion annual research program at UCLA. Under delegated authority from the University of California Office of the President, and the UCLA Chancellor, the Office of Contract and Grant Administration (OCGA) has institutional authority to solicit, accept, and execute research agreements for government and non-profit sponsored project activities. OCGA has primary responsibility for the interpretation of University-wide and campus policy, sponsor guidelines, and applicable federal and state laws and regulations related to sponsored activities. Demonstrated understanding of the multiple missions of a major research and teaching university, with a medical enterprise, and its ancillary public service and patient care missions. Demonstrated experience in the research environment at a major university.

Required

Demonstrated knowledge of policy distinctions between gift, grant and contract mechanisms for sponsored support of UCLA programs and the ability to interpret the varying project and sponsor objectives in order to advise on the appropriate mechanism funding.

Required

Ability to analyze complex data using logic and quantitative reasoning to formulate sound decisions, providing specialized guidance to the University community regarding extramural funding.

Required

General knowledge of University policies relating to accounting principles and financial management, academic personnel, the appropriate use of University facilities, sales and services activities, research regulatory compliance requirements, stewardship responsibilities, use of human and animal subjects, intellectual property, appropriate Facilities and Administrative rates, publication rights, etc.

Preferred

Demonstrated knowledge of federal policies governing the administration of contracts, grants, cooperative agreements, and subcontracts at educational institutions, including the Federal Acquisition Regulations, Code of Federal Regulations, OMB Circulars A-21, A-110, and A-133, NIH Grants Policy Statement, NSF Grants Policy Manual, and knowledge of State and University regulations applicable to the effective management and administration of sponsored projects.

Awareness of and understanding of federal initiatives and trends that affect grant administration at educational institutions, such as the Federal Demonstration Partnership, NSF FastLane, Grants.gov, and the NIH Research Commons

General knowledge of copyright and patent law and demonstrated understanding of the technical and legal issues affecting protection, use and exploitation of intellectual property.

Demonstrated experience in drafting and negotiating contracts.

Skill in analyzing information and objectives to define problems, identify patterns, tendencies and relationships, formulate logical and objective conclusions and recognize alternatives and their implications.

Ability to understand, interpret and explain University policies and their underlying principles.

Sufficient management and professional experience, education, business acumen, judgment and integrity to effectively serve investigators and sponsors, yet represent and advance the best interests of the University.

Ability to develop and maintain working relationships within a diverse, multicultural environment, interacting frequently with faculty members, staff, students, and research community representatives.

Ability to effectively multi-task in a quickly changing environment while attaining positive outcomes.

Preferred

Excellent written and oral communication skills. Working knowledge of computer applications for word processing, spreadsheet manipulation, emailing, and internet searches.

Ability to motivate, train and otherwise supervise junior staff members. Desire to work as a supportive team member within the individual team as well as within the office at large.
